Ruling says Passport is covered by Open Records Act
FRANKFORT, Ky. -- The contractor running the Medicaid
managed-care program in the Jefferson County region is a public agency
whose records are covered by the Kentucky Open Records Act, the attorney
general's office ruled Wednesday.
The 12-page opinion said that, although Passport Health Plan is a non-profit health maintenance organization, it is a "public agency" under the Open Records Act. That's because its money comes from the state to carry out a state function -- delivery of Medicaid services in Jefferson and 15 surrounding counties.
Mary Todd Lincoln insanity papers purchased by Frazier History Museum for $37,600
Mary Todd Lincoln's insanity commitment papers will be staying in Louisville.
The Frazier International History Museum made the winning bid Friday for the papers, agreeing to pay $37,600 at Cowan's Auctions in Cincinnati.
Documents pertaining to Lincoln's 1875 insanity hearing and commitment to Bellevue Place in Batavia, Ill. were sold at Cowan's Auctions in Cincinnati on Friday to a bidder representing Frazier International History Museum in Louisville.
Emily Everhart, director of marketing and public relations for the auction house, said the items, including her arrest warrant, which were part of an American history collection, were "hammered" at $32,000, but the 17.5 percent buyer's premium brought the total price to $37,600.

Kathy Stein Should Rethink What She?s Doing
State Senator Kathy Stein gave up her state house seat to run for the state senate in exchange for a future judgeship. Or so the rumor goes. I get it. Everyone gets it. And that?s okay. But this ignorance on her part for publicly supporting Kimberly ?Steve Henry Is Innocent? Greenwell, along with Jim Gooch, Keith Hall, Larry Clark and Bob Damron? That?s something Kathy will never live down unless she very publicly backs away. No progressive in their right mind wants to wade into the Henry mess as she?s about to do. [Boggles The Mind]
