Judge Voices Skepticism Over SEC-Citigroup Deal

It's a question federal judges keep asking corporate America: why should shareholders have to pay for the missteps (or worse) of corporate brass? The question came up on Monday when a federal judge in Washington, D.C., declined to approve a $75 million settlement between the Securities and Exchange Commission and Citigroup.
