Can auto insurance companies charge higher insurance rates to those car owners living in high crimes areas?

Is it discriminatory for auto insurance companies to charge higher insurance rates to those car owners living in high crime areas? If we are not the ones committing the crime, why should we have to pay more because of our zip code?
